Corrections and Criminal Justice
The Council's work in the areas of drug testing, victims' assistance, alternatives to incarceration, intermediate sanctions and privatization have positioned the organization's Center for Law and Justice for future growth and to respond more effectively to this priority issue area for the states. As the "multi-branch" organization of the states, CSG will establish mechanisms to enhance collaboration among state judicial and court systems and policy-makers in the executive and legislative branches of state government.

Center for Environmental Policy
CSG's Center for Environmental Policy has a strong record of accomplishment in the environmental arena, both on the national and regional levels. CSG continues to expand upon its expertise in state environmental management strategies, emergency management, recreational safety and the linkages between the environment and economic development.

State Health Capacity and Related Issues
CSG has initiated studies and projects in the areas of healthcare reform, infant mortality, genetics, teen pregnancy, drug abuse and health data. CSG's State Health Capacity initiative will focus attention on building the states' capacity to deal with health-reform issues and place CSG at a favorable point for the future development of this crucial policy area.
Health Policy Monitor

Trends and Innovations in State Government
The Council has a long history of monitoring structural, institutional and procedural changes in state government. The Center for State Trends and Innovations provides research and technical services on long-term policy development and program and management innovations through interstate consulting and a publications series, including State Innovations Briefs, State Trends, and Solutions reports. To assist state leaders in making government work better and cost less, the center also conducts projects on restructuring and redesigning state government.

CSG Innovations Program

Ethics, Elections and Campaign Finance
Over the years, CSG has become a national repository of data and analysis in the areas of ethics and public integrity. In addition, CSG, in partnership with the American Society for Public Administration, in 1996 launched a new publication, Public Integrity Annual - a comprehensive review of the state issues and actions during the past year related to ethics, lobbying reform and campaign finance reform.

State Financial Capacity and Economic Development
CSG has released innovative studies in the crucial areas of revenue forecasting and revenue elasticity, strategies employed by states in the management of their finances and the policies implemented to create economic growth, including vital international opportunities. Recent efforts include major studies on state tax evasion, state business incentives, privatization in state government, an analysis of block grants and the "new" fiscal federalism, and monitoring state gaming issues.
